Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just over a week before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog noted in a analysis released ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the positions of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she emphasized.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Attributed to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
